Landlord Must File Missing Rent Registrations

Tenant complained of a rent overcharge. The DRA ruled against tenant, finding no overcharge. But the DRA ordered landlord to file missing annual rent registrations for the years 2006-2010. Landlord appealed and lost. Landlord claimed that the apartment was exempt on the July 2005 base date because it was the super's apartment until June 2007. Although the apartment may have been temporarily exempt in April 2006, the apartment became subject to rent stabilization when the next tenant moved in at a monthly rent of $300. So the apartment should be registered.
