Landlord Must Continue to Provide Working Intercom

Tenants complained of a reduction in building-wide services based on landlord's failure to maintain intercom service. The DRA ruled for tenants and reduced their rents. Landlord appealed, arguing that the building's intercom system was no longer used since landlord provided a security guard service. The DHCR ruled against landlord. DHCR inspections showed that the intercom didn't work in several apartments. Intercom service previously was provided and was a required service.
