Landlord Met Violation Certification Requirements

Landlord applied for MBR rent increases. The DRA ruled against landlord because there were too many outstanding building violations. Landlord requested reconsideration. The DRA then revoked its prior order and granted the MBR increases because landlord had met the violation certification requirements. Tenant appealed, claiming that 80 percent of all nonrent-impairing violations hadn't been dismissed. The DHCR ruled against tenant. An architect had certified that the violations had been corrected, and a DHCR inspection confirmed this.
