Landlord Met Violation Certification Requirements

The DRA granted the increases and tenants appealed. They claimed that the building had too many violations to be eligible for MBR increases. The DHCR ruled against tenants. Landlord proved that it met the violation certification requirements. Landlord had filed the violation certification before June 30, 1995. HPD inspections conducted in 1996 verified that violation corrections were properly certified.
