Landlord Met Useful-Life Requirement for Water Heater

Landlord applied for MCI rent hikes based on the installation of two water heaters and a heat timer. The DRA ruled against landlord. The DRA found that the useful life of the old water heaters hadn't expired. Landlord appealed. Landlord correctly pointed out that the useful life for water heaters was deemed by the DHCR to be 10 years. One water heater had been in use for 13 years, the other for 17 years. The DHCR ruled for landlord and granted the MCI rent hike application.
