Landlord Instructed Tenants and Provided Recyclables Storage

DOS issued a violation notice to landlord for mixing recyclables and other trash that was placed out for collection. Landlord claimed that it had complied with its responsibilities and shouldn't be fined. The ALJ ruled against landlord and fined it $25. Landlord appealed. Landlord showed that it posted signs in a designated collection area for recyclables, posted a decal in the lobby of the 40-apartment building, and clearly labeled containers for different types of recyclables. Landlord also gave tenants written instructions when they signed leases.
