Landlord Had Notice of Soot Condition

Tenant complained of a reduction in services because air vents in the hallway sprayed soot into the apartment. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that it had no notice of a soot condition and that the outer doorway of tenant's apartment had been cleaned. The DHCR ruled against landlord. Tenant's complaint stated that there was a soot condition. So landlord had notice. And merely cleaning the outer doorway didn't correct the problem, which originated in the vent.
