Landlord Had No Permit for Rooftop Air Conditioning Unit

The Fire Department issued a violation notice to landlord for operating a rooftop air conditioning unit without a permit. Landlord claimed that it never received any annual renewal fee notice from the Fire Department. Landlord also claimed that it hadn't received these notices for three years and now couldn't afford to pay them. The ALJ ruled against landlord and fined it $800. Landlord appealed and lost. Landlord's financial condition wasn't relevant, and this was a repeat offense. Landlord must pay the penalty imposed by the ALJ.
