Landlord Got DHCR Approval for Intercom Service Modification

LVT Number: #30436

Rent-stabilized tenants complained of a reduction in services. The DRA ruled for tenants because landlord had replaced the prior intercom system with a system that caused the intercom to ring through a cell phone or landline without obtaining DHCR approval. Landlord later applied for rent restoration after filing and getting DHCR approval for its building service modification. The DRA granted rent restoration. Tenants appealed and lost.
