Landlord Gets Two Violation Notices Within 24 Hours

DOS issued a violation notice to landlord for leaving three 30-gallon trash bags out on the sidewalk on a noncollection day. Landlord claimed that he already received a violation notice for the same incident. The ALJ ruled against landlord and fined him $100. Landlord appealed and lost. DOS did issue landlord a prior notice the day before the one in question. But the first violation was for placing four clear bags containing recyclable garbage out on a noncollection day. These weren't duplicate violations.
