Landlord Fined for Placing TV in Front of Building for Collection

DOS issued a violation notice to landlord for leaving a television in front of the building for collection. Landlord claimed that it didn’t put the TV there and knew that it was unlawful to place electronics out for DOS collection. The ALJ ruled against landlord and fined it $100. Landlord appealed and lost. Landlord’s assertion that it knew the law was insufficient to establish that no person from the two-family building placed the television out for collection.
