Landlord Fined for Late Installation of Backflow Prevention Device

DEP issued a violation notice to landlord for failing to install a backflow prevention device and failing to submit initial test reports. At a hearing, landlord showed that initial testing took place on May 30, 2017, and that delay in performing the installation and initial test resulted from financial hardship due to tenant's nonpayment of rent. The ALJ fined landlord $700. Landlord appealed and lost. On the inspection date, landlord's installation wasn't completed and the reasons for delay didn't excuse the violation.
