Landlord Fined for Hazardous Condition

DOB issued a violation notice to landlord for hazardous conditions. The notices stated that masonry bricks were loose, mortar joints were dry and missing, and decorated columns were cracked and in danger of collapsing. Landlord argued that after receiving the violation notice, he put up a sidewalk shed to protect pedestrians and that his engineer said the conditions were merely cosmetic and nonhazardous. The ALJ ruled against landlord and fined him $800. Landlord appealed. ECB ruled against landlord. Landlord didn't prove that the conditions were nonhazardous.
