Landlord Fined for Furniture Left in Front of Building

DOS issued a violation notice to landlord for a sidewalk obstruction after its inspector found furniture on the curb blocking the sidewalk. The building super credibly stated that he didn't place any furniture out on the sidewalk. But he didn't know who did and couldn't state whether or not the furniture came from landlord's building. The ALJ fined landlord $100. Landlord appealed and lost. Landlord was responsible for maintaining the sidewalk and keeping it free from obstruction, whatever the source.
