Landlord Fined for Converting Two-Family Dwelling to Four-Family

DOB issued two violation notices to landlord for altering a two-family dwelling to four or more units. The ALJ upheld the violations and fined landlord $47,400. Landlord appealed and lost. Proof presented at the hearing showed that landlord created a class A apartment in the cellar, as well as adding two more apartments on the second and third floors.
