Landlord Fined for Adding Test Tee to Water Meter

DEP issued a violation notice to landlord for the improper setting of a water meter based on the connection of a test tee assembly to the meter. Landlord argued that she hired a plumber to correct the violation, but DEP claimed that it wasn't corrected. The ALJ ruled for landlord and dismissed the violation. DEP appealed and won. City rules provide that any connection to a test tee assembly or to any point ahead of a water meter used for billing purposes is strictly forbidden.

The invoice from landlord's plumber showed that the violation wasn't corrected until some time after the violation date. So landlord was fined $250.
