Landlord Entitled to Low-Rent Supplement

Tenant complained of a rent overcharge. The DRA ruled for tenant but found a very small overcharge. The DRA directed landlord to refund $33. Tenant appealed and lost. Since tenant's rent on Sept. 30, 2000, was $489, landlord was entitled to a $15 monthly low-rent supplement for base rents under $500. There was no overcharge.
