Landlord Entitled to Longevity Increase

Tenant complained of a rent overcharge. The DRA found no overcharge and ruled against tenant. Tenant appealed and lost. Among other things, landlord was entitled to the longevity increase granted by the DRA. Landlord showed that prior tenant moved into the apartment in 1982. And landlord took no vacancy allowance after 1974. So the DRA properly granted landlord a 15.6 percent longevity increase.
