Landlord Discontinued Trash Compacting Service

Tenant complained of a reduction in services because landlord had discontinued trash compacting services on tenant's floor. The DRA ruled for tenant and reduced her rent. Landlord appealed, claiming tenants were always required to dispose of some of their trash in the basement. And the compactor was closed because some tenants were using it to dispose of trash which was required to be recycled. The DHCR ruled against landlord. Landlord can't reduce or modify a required service without first getting permission from the DHCR. Landlord must file an application to do so.
