Landlord Discontinued Package Acceptance Service for Tenants

Tenants complained of a reduction in building-wide services. They said that landlord told security guards to stop accepting packages for tenants. The DRA ruled for tenants and reduced their rents. Landlord appealed and lost. Landlord claimed that it had instructed the security guards to accept packages. But this was insufficient proof that landlord had restored the service.
