Landlord Didn't Try to Clean Between Parked Cars

DOS issued a violation notice to landlord for not cleaning 18 inches into the street in front of landlord's building. Landlord objected. The ALJ ruled against landlord and fined it $50. Landlord appealed. Landlord now claimed that its super couldn't sweep between parked cars and that there may have been debris not reached when the cars were moved. ECB ruled against landlord. There was no proof of this claim. And landlord was required to make sufficient efforts to keep the entire area in front of the building clean.
