Landlord Didn't Sufficiently Restore Playground

Tenants complained of a reduction in building-wide services based on the removal of a playground at their building complex. The DRA ruled for tenants and reduced their rents. Landlord later applied for rent restoration based on the restoration of services. The DRA ruled against landlord, who appealed and lost. Landlord did install heavy-duty playground slides and two custom-made picnic tables. But this was inadequate for the sizeable three-building complex.

Inspection showed that the rest of the recreation area wasn't landscaped, and had weeds, broken pavement, and uneven areas. There also was a parking lot near the playground area, which was inconsistent with recreational use.
