Landlord Didn't Submit Cost Breakdown

Landlord applied for MCI rent increases based on the installation of a new roof, hot water heater, pointing, and waterproofing work. The DRA ruled against landlord because landlord didn't submit all the required documentation. Landlord appealed, claiming it had submitted all necessary paperwork. The DHCR ruled against landlord. With regard to the pointing and waterproofing, the work may have warranted a rent increase, but landlord didn't submit a breakdown of costs, as requested by the DRA.
