Landlord applied for MCI rent hikes based on the installation of a new boiler/burner. The DRA ruled against landlord because landlord didn't submit a required Certificate of Electrical Inspection. Landlord appealed, claiming that the city's delay in issuing the certificate shouldn't bar the MCI rent increase. The DHCR ruled against landlord. The DRA had given landlord several notices requesting the missing document. Landlord never asked for more time to submit it. Landlord also never showed that it had applied to the city for the certificate.
