Landlord Didn't Show Which Water Heater Was Replaced

Landlord applied for MCI rent hikes based on the installation of a new hot water heater. The DRA ruled against landlord because it had received an MCI rent hike for a hot water heater at the building in 2007. Landlord appealed and lost. Landlord claimed that there were two hot water heaters in the building and that the prior MCI increase was for replacement of the other one. But landlord submitted no documents showing that there were two hot water heaters. And even if there were two, landlord didn't show which one had been replaced in 2007.
