Landlord Didn't Send Required Notice to Rent-Controlled Tenant

Rent-controlled tenant complained of a rent overcharge. The DRA ruled for tenant. Landlord appealed and lost. Landlord had received an order of eligibility for MBR increases. But landlord didn't send tenant a copy of the order and a notice of MBR/MCR computation on time. So landlord was barred from collecting the rent increase from tenant that it had gone ahead and collected anyway.
