Landlord Didn't Send Orders of Eligibility to Tenants

The DRA granted landlord maximum base rent (MBR) increases for rent-controlled apartments during the 1986-87 period. Tenants appealed. The DHCR ruled for tenants and revoked the MBR increases. Landlord never sent the final MBR order of eligibility to all affected tenants, as required by rent control regulations.
