Landlord Didn't Remove Snow on Time

DOS issued a violation notice to landlord for not removing snow and ice from the sidewalk in front of his building. Landlord claimed that there was no snow or ice on the sidewalk at the time the violation notice was issued. The ALJ found that even if landlord had begun removing the snow and ice on time, he hadn't finished doing so within a reasonable time. The ALJ fined landlord $50, and landlord appealed. ECB ruled against landlord. Landlord's claim that there was no snow or ice in front of his building on the day in question wasn't believable.
