Landlord Didn't Remove Snow on Sidewalk on Time

DOS issued a violation notice to landlord for not removing snow and ice from the sidewalk in front of his building. Landlord claimed that he had cleared the sidewalk. The ALJ ruled against landlord and fined him $50. Landlord appealed and lost. The DOS inspector stated that there was some snow and ice on the sidewalk and that no salt, sand, or sawdust had been put down. And landlord's own photographs of the scene showed that the sidewalk wasn't entirely cleared.
