Landlord Didn't Prove Violations Were Corrected

Landlord applied for MBR rent hikes for 2002–2003. The DRA ruled against landlord, finding that landlord hadn't corrected enough building violations to qualify for the rent increases. Landlord appealed and lost. An inspection confirmed that landlord hadn't removed 80 percent of nonrent impairing violations on record with HPD as of Jan. 1, 2001.
