Landlord Didn't Prove Reasonable Efforts to Clean

DOS issued a violation notice to landlord for not cleaning 18 inches into the curb in front of its building. Landlord's super said that he cleaned ever day, twice a day, in the morning and afternoon. The violation notice was issued on a Wednesday when parking was allowed on the street and DOS didn't clean. The super said it was hard to clean when cars were parked in front of the building. The ALJ ruled against landlord and fined it $50. Landlord appealed and lost.

The inspector said that there was room to clean around the parked cars but that there was matted debris found on the morning of the inspection. So landlord didn't make sufficient efforts to clean the area in front of the building.
