Landlord Didn't Prove Purchased Equipment Was Installed

Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed, claiming that it was entitled to a $75 monthly rent increase based on apartment improvements made before tenant moved in. The DHCR ruled against landlord. Landlord's documents didn't prove that the equipment it bought was specifically intended for tenant's apartment. Landlord submitted invoices showing it bought a number of refrigerators for the building. Landlord also claimed the improvements were installed in May 1985, but its appliance invoice was dated May 1986.
