Landlord Didn't Properly Combine Building Lobbies

Landlord asked the DHCR for permission to modify required services to rent-stabilized tenants. Landlord sought to combine the lobbies of two adjoining buildings. The DRA ruled against landlord, who appealed and lost. At the time of the DRA's order, there were three DOB stop-work orders in effect relating to the work in question. Contrary to landlord's claim, the DOB orders were relevant to whether landlord had properly completed the proposed service modification.
