Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents after inspection showed that there was a missing camera monitor at the basement entrance. Landlord appealed, claiming that a camera was installed a month before the DRA order was issued. The DHCR ruled against landlord. In April 2007, the DHCR’s inspector found no camera monitoring system at the basement entrance. The DHCR said that the inspection results contradicted the landlord’s claim.
