Landlord Didn't Improperly Alter Checks

Tenant complained of a rent overcharge. Tenant argued that apartment improvement costs of $18,000, claimed by landlord, were excessive and not sufficiently documented. Landlord submitted copies of its contractor's proposal and canceled checks documenting the work. The DRA ruled against tenant. Tenant appealed, claiming that landlord altered a $500 check to its contractor to read $5,000. Landlord explained that it had incorrectly written the number on the check and then corrected it. The DHCR ruled that landlord was entitled to the rent hike.
