Landlord Didn't Get Permit for Emergency Parapet Repair Work

DOB issued a violation notice to landlord for doing work without a permit. DOB's inspector noted that parapet work was being done under an application for exterior facade work only. Landlord's engineer testified that the parapet work was properly being done under the facade work permit. Alternatively, the engineer claimed that the parapet repair work was emergency work approved by DOB. The ALJ ruled against landlord and fined it $800. Landlord appealed and lost.

Landlord appealed and lost.  Landlord failed to prove that parapet repair work on the Webster Avenue side of the building was covered by the permit for exterior masonry repair work at 355 West 184th Street. Landlord also failed to file an application for the emergency parapet repair within two business days of starting the work.
