Landlord Didn't Get Notice of Complaint

Tenants complained of a reduction in building-wide services. An inspection showed that a number of conditions existed, and the DRA reduced tenants' rents. Landlord appealed, claiming that it never got a copy of tenants' complaint. The DHCR found that landlord hadn't been served with the complaint and sent the case back for further processing.
