Landlord Didn't File Application on Time

Landlord applied for MCI rent hikes based on a new boiler installation. The DRA rejected the application because it was filed too late. Landlord appealed, claiming he'd filed the application on time. Also, landlord didn't substantiate $29,000 worth of costs, and landlord had listed the wrong make and model number of the boiler.
