Landlord Didn't Document Correction of HPD Violation

Tenant complained of a reduction in services based on inadequate heat and hot water. The DRA ruled for tenant and reduced his rent. Landlord appealed and lost. Landlord claimed that there was a heat and hot water problem for one day only during emergency boiler servicing. But tenant included a copy of two HPD violations with his complaint. Landlord claimed that the violation had been revoked, but didn't include documentation with its answer to the DRA. Landlord submitted proof that the violation was corrected in HPD records only with its PAR.
