Landlord Didn't Correct Violations in Co-op Apartments

The DRA denied landlord's application for a 1988-1989 MBR rent hike because landlord hadn't corrected enough outstanding building violations. Landlord appealed, arguing that he'd cleared up all the violations except those in the co-op apartments. Landlord loses. Ownership status of an apartment doesn't relieve landlord of its duty to correct building violations.
