Landlord Didn't Correct Violations

Landlord applied for MBR rent increases for 2002–03. The DRA ruled against landlord based on the number of existing building violations. Landlord appealed and lost. The DHCR found that the HPD had listed 16 violations in two apartments. Ten of those were Class B violations, five were Class C violations, and one was Class A. The HPD's records were contrary to landlord's affidavit that violations in the apartment had been removed.
