Landlord Didn't Complete Facade Repairs on Time

DOB issued a violation notice to landlord for not filing a report that facade repairs had been made. Landlord claimed that it had tried to make repairs on time, but couldn't, because a neighboring property owner wouldn't permit access to its property. The ALJ ruled for landlord and dismissed the violation. DOB appealed, claiming that even if delays were unavoidable, they were no defense. The ECB ruled for DOB and fined landlord $400. Landlord was required to make facade repairs within 30 days and didn't follow the proper procedure for getting an extension.
