Landlord Didn't Bundle Wood for Trash Collection

DOS issued a violation notice to landlord for leaving six pieces of wood out for collection without securely bundling or tying them together. Landlord argued that the compressed wood pieces were very heavy and would have been too heavy to be lifted if tied together. The ALJ ruled against landlord and fined her $100. Landlord appealed and lost. Landlord never stated how much the pieces of wood weighed, and didn't explain why they couldn't have been tied together in groups of two or three.
