Landlord Did Electrical and Plumbing Work Without a Permit

DOB issued a violation notice to landlord for performing work at its building without a permit. At an apartment in the building, DOB's inspector found electrical work in progress, including new wiring and devices. Plumbing work also was in progress, including piping. The work was 85 percent completed. Landlord claimed that it only replaced an air conditioner and some appliances, made other minor repairs, and that no permits were needed. The ALJ ruled against landlord and fined it $2,500.

Landlord appealed and lost. Code Section 28-105.1 prohibits the construction, alteration, or repair of any building or portion thereof unless and until DOB issues a written permit for the work.
