Landlord Couldn't Get Access to Correct Violations

The Fire Department issued a violation notice to landlord for not providing fireproof partitions behind the stove in tenant's apartment and for not maintaining electrical equipment incorrectly installed in tenant's bathroom. Landlord claimed that tenant and the housing court wouldn't give it access to correct the violations. The AU ruled against landlord and fined it $825. Landlord appealed and won. Landlord showed that in a prior housing court case, the Court had controlled and delayed landlord's access to the apartment for unrelated reasons.
