In September, landlord got a work permit from DOB. The ALJ fined landlord $250 because although the violation was corrected on time, the certification of correction wasn't filed on time. Landlord appealed. The due date for filing the certification was Sept. 11, 2001. Landlord didn't file until Sept. 17 and couldn't file on Sept.

Landlord didn't file until Sept. 17 and couldn't file on Sept. 11 or for a few days after that because DOB's downtown office was closed for several days after the destruction of the World Trade Center. The ECB revoked the fine.
