Landlord Could Amend Apartment Number of Lease

Tenant complained of a rent overcharge. Tenant originally moved into apartment 4D at a rent of $650 per month. Tenant later switched to apartment 1A for the same rent by agreement with landlord. Tenant then claimed a rent overcharge. Among other things, tenant claimed that he never got a new lease for apartment 1A. Landlord just crossed out 4D and wrote 1A on a copy of tenant's prior lease. The DRA ruled for tenant, and landlord appealed. The DHCR ruled for landlord. Review of the rent history showed there was no overcharge.
