Landlord Corrected Water Leaks

Tenant complained of reduced services because of water seepage through her apartment windows. An inspection showed that the metal casement windows were drafty, but indicated nothing about the water seepage. The DRA reduced tenant's rent, and landlord appealed. In answer to landlord's PAR, tenant stated that water was no longer entering the apartment. The DHCR revoked the rent reduction. Tenant hadn't complained about drafts; it was wrong for the DRA to reduce tenant's rent for this reason. Landlord had corrected the water leaks tenant had complained about.
