Landlord Corrected Violation

The DRA granted an MBR increase to landlord effective June 1, 2000. Tenant appealed, claiming that there was a lack of services and ongoing violations needing repairs, including leaking water, a broken radiator, peeling kitchen ceiling, security problems, and unsanitary conditions. The DHCR ruled against tenant. Tenant didn't claim that landlord hadn't met violation certification requirements. The DHCR had already determined that landlord initially didn't meet the violation certification requirements because of rat infestation, but landlord later corrected the violation.
