Landlord later sought rent restoration based on restoration of services. The DRA ruled against landlord, who appealed and won. The DRA had refused to restore rents based on a finding that the intercom directory wasn't properly labeled since the directory labeled the apartments by floors instead of listing the apartments according to the apartment numbers on each panel. But this wasn't the reason that rents had been reduced. Since the directory had been updated for apartments 2C and 3E, rent were restored.
